[pgsql-www] Admin interfaces *must* paginate

Folks,

Currently, the Events & News approval interfaces do *not* paginate. So if
I want to edit an item, and need to do "see all events", it often locks up
my browser. We need to add either searchability, or at least pagination,
here.
