[GENERAL] Security issue for postgresql

Hi,         I have a .h file in that there is a function in which there arguments were username and password for the database so that the user should be logged in,for that i need to write my own program.This is something about administrator privileges etc... can any one of you tell me the procedure to do this so that i will start working on it.
